Sealed Bids: Sealed Bids for construction of the CHURCH STREET STORM DRAINAGE & STREET IMPROVEMENTS for the City of Eatonton will be received at the Eatonton City Hall, 201 North Jefferson Street, Eatonton, GA 31024, until Friday, August 25, 2017 at 11:00 A.M., at which time and place they will be publicly opened and read aloud. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days.

Work To Be Done: The project will consist, generally of the following: Demolition of existing piping, sidewalk and asphalt pavement; clearing & grubbing; grading; erosion control; installation of 18”, 24”, 30” and 36” HDPE and RCP storm drainage pipe, 24” curb and gutter, inlets, junction boxes and all appurtenances necessary to construct the project as shown on the plans.

Plans, Specifications and Contract Documents: Plans, Specifications and Contract Documents are on file for review at the Eatonton City Hall. Contract documents may be reviewed and copies may be obtained at the office of the Engineer, Carter & Sloope, Inc., 6310 Peake Road, Macon, Georgia 31210, Telephone: (478) 477-3923, Fax: (478) 477-4691, upon payment of $250.00 for each set (non-refundable). A Bidder’s Proposal will not be considered by the Owner unless the Bidder is on record with Carter & Sloope, Inc. as having purchased and received complete Bidding Documents.

Pre-Bid Conference: A pre-bid conference will be held at the Eatonton City Hall 201 North Jefferson Street, Eatonton, GA 31024 at 11:00 AM on Thursday, August 10, 2017. Representatives of Owner, Engineer, and Grant Administrator will be present to discuss the Project and specifically the Section 3 requirements. Access will also be provided to the project site for inspections. Bidders are encouraged to attend and participate in the conference.

Prequalification of Bidders: Prequalification may be required of Bidders prior to the award of contract. At the Owner’s request, detailed written evidence such as financial data, bonding capacity, previous experience, present commitments, and other such data as may be necessary to assist Owner in determining Contractor’s qualifications shall be provided per the Instructions to Bidders contained in the contract documents.

Contractor License: Any Contractor submitting a Bid must be a licensed contractor by the State of Georgia. License numbers are requested to be written on the face of the bid envelope, but not required. See Instructions to Bidders for additional bidding requirements.

Bonds: Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 5% of the base bid. All bonds shall be by a surety company licensed in Georgia with an “A” minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of “Best’s Key Rating Guide Property Liability”. Funding: Any Contract awarded under this Advertisement will be primarily funded by a grant from the Georgia Department of Community Affairs – Community Development Block Grant Program.

Section 3 Covered Contract: The City of Eatonton is committed to Affirmatively Further Fair Housing. This project is covered under the requirements of Section 3 of the HUD Act of 1968. This contract opportunity is a Section 3 Covered Contract. Section 3 Business Concerns are encouraged to apply. All Bidders must comply with 41 CFR 60-4, in regard to affirmative action, to insure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4, as applicable to the area of the project. Permits: All necessary permits for this project are expected to be acquired prior to construction, with one exception. The Notice of Intent necessary for coverage under the NPDES General Permit will be filed after the bid opening and at least 14 days prior to the Notice to Proceed date with the Contractor listed as Primary Permittee.

Land/Easement Acquisition: All easement acquisition is expected to be completed prior to construction.

Reservation of Rights: Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Owner reserves the right to waive informalities, and to re-advertise.
